Uganda's fisheries sector is one of the country's most economically significant industries, supporting millions of livelihoods along the shores of Lake Victoria, Lake Albert, Lake Edward, and dozens of smaller inland water bodies. Where BMUs are well-resourced and genuinely representative of fishing communities, they provide a grassroots layer of governance that neither national regulators nor regional bodies can replicate at the local scale. Where they are poorly funded or captured by political interests, their effectiveness is limited. Strengthening BMU capacity — through training, equipment, and transparent governance — is widely recognised as a priority for sustainable fisheries management in Uganda.

The Road Ahead: Balancing Growth and Conservation

Aquaculture as a Complementary Strategy

Recognising the limits of wild capture fisheries, Uganda has invested in developing its aquaculture sector. Cage fish farming on lakes and pond-based fish farming on land have expanded significantly, particularly for Nile tilapia and catfish. Government programmes have subsidised fingerlings and fish feed to encourage smallholder participation, while commercial operators have established large cage farms in sheltered bays of Lake Victoria and Lake Albert.

Aquaculture offers the potential to expand fish production without increasing pressure on wild stocks, and to provide a more predictable supply to processors and markets. It also creates employment in rural areas and can be integrated into farming systems that simultaneously support crop production through nutrient-rich pond water used for irrigation. However, poorly managed fish cages can themselves become sources of nutrient pollution that exacerbate the very water quality problems threatening wild fisheries.

Connecting Fisheries to Broader Economic Development

Uganda's fisheries sector does not exist in isolation from the country's broader economic and social challenges. Food security across Uganda depends in part on affordable fish protein reaching inland communities far from the lake shores. The tourism economy benefits from healthy lake ecosystems that attract sport fishing visitors and birdwatchers to waterside lodges. The poverty and livelihood challenges facing many fishing communities reflect structural issues — limited access to credit, markets, and services — that extend across rural Uganda.

Investing in cold chain infrastructure, rural roads connecting landing sites to markets, and financial services for fishing households would simultaneously improve the sector's economic performance and reduce the vulnerability of fishing communities to the price shocks and production losses that climate change and environmental degradation increasingly bring. These investments are not fisheries-specific; they are the same infrastructure that supports agricultural development, health service delivery, and rural economic integration more broadly.

The management challenge ahead is to hold two goals in balance: protecting the ecological systems that make fishing viable over the long term, while allowing the fishing communities that depend on this work to improve their incomes and living standards. Neither goal is achievable without the other. A depleted lake cannot support a thriving fishing industry, and a fishing industry in economic distress cannot summon the resources to manage fish stocks responsibly. Uganda's fisheries future rests on making that balance real, not just aspirational.
